Because a PDF stores a fixed page layout rather than a flowing document. Characters are placed at coordinates, so there are no paragraphs to reflow. Small in-place changes and added text work well; substantial rewriting is better done in the source document, or in the BrieflyGo editor with the text you want placed deliberately.
Yes. Everything you add is written into the exported PDF rather than kept as a separate layer, so it renders identically in other readers.
It hides it visually only. The text is still in the file and can be copied out or extracted by a script. Anything that genuinely must not leave has to be removed with redaction, or cut by extracting only the pages you want to share.
You can add text and annotations on top of it. The scan itself is an image, so the original words are not editable until the document has been through OCR.
